Potensi Pasar Sekunder Spektrum Frekuensi Radio di Indonesia

Abstract
Pemanfaatan spektrum frekuensi radio yang dialokasikan regulator, terutama oleh penyelenggara telekomunikasi di Indonesia, belum mencapai titik optimalnya. Akibatnya, ketersediaan dan permintaan layanan belum berimbang. Memperkirakan bahwa konsep pasar sekunder berpotensi meningkatkan efisiensi pemberian hak penggunaan spektrum frekuensi radio, studi ini mendukung regulator dalam mengkaji penerapan pasar sekunder spektrum frekuensi di negara lain, kondisi penggunaan spektrum frekuensi radio di dalam negeri, serta potensi pasar sekunder dari aspek kebijakan dan ekonomi. Menggunakan pendekatan kualitatif yang didukung data kuantitatif, data dikumpulkan melalui studi literatur, focus group discussion, dan wawancara mendalam, kemudian dianalisis menggunakan teknik regulatory impact analysis dan cost benefit analysis. Hasil studi menunjukkan perlunya peningkatan fleksibilitas kebijakan alokasi spektrum frekuensi radio di Indonesia ketika memberlakukan pasar sekunder, agar menghasilkan benefit maksimum di setiap transaksi dari aspek ekonomi. Hal tersebut juga telah terbukti dengan hadirnya dampak positif bagi industri di negara-negara yang telah memberlakukan pasar sekunder.
