Abstract

Dewasa ini penggunaan internet berkembang pesat di seluruh sektor. Pemerintah melakukan moratorium untuk perizinan ISP di wilayah Jabodetabek dengan alasan agar terjadi pemerataan PoP ISP di seluruh wilayah Indonesia. Dalam studi ini dilakukan analisis terhadap struktur pasar ISP di Indonesia dan evaluasi terhadap kebijakan moratorium tersebut. Analisis struktur pasar dilakukan dengan menghitung pangsa pasar dan konsentrasi pasar melalui rasio konsentrasi dan Herfindahl-Hirschman Index. Hasil analisis menunjukkan bahwa struktur pasar ISP di Indonesia bersifat oligopoli dan dikuasai oleh segelintir pelaku usaha yang juga  memiliki jaringan besar. Hasil evaluasi terhadap distribusi PoP ISP 4 tahun pasca moratorium menunjukkan bahwa kebijakan tersebut kurang berhasil untuk menghilangkan ketimpangan distribusi PoP ISP di seluruh Indonesia sehingga perlu ditinjau kembali.
